Ethyl Corporation signed a joint production agreement with I.G. Farben in Germany to form Ethyl G.m.b.H. and with Montecatini in fascist Italy for the production of tetraethyl lead. John Foster Dulles narrowly missed being indicted in a case of Union Electric Company of Missouri, a subsidiary of the North America Company. The SEC had discovered the company operated a slush fund to bribe legislators. The fund received kickbacks from its local lawyers and an insurance company. The firm had bribed the entire Missouri legislator. SEC general counsel Travis Lane cynically attributed the failure to the grand jury to indict Dulles was due to his charm.

History
Founded in 1923[1] Ethyl Corp was formed by General Motors and Standard Oil of New Jersey (ESSO). General Motors had the "use patent" for TEL as an antiknock, based on the work of Thomas Midgley, Jr., and ESSO had the patent for the manufacture of TEL. Since the patents affected the marketing of TEL, General Motors and ESSO formed Ethyl Corp; each parent company had a 50% stake in the new corporation. Since neither company had chemical plant experience, they hired Dupont to operate the manufacturing facilities. After patents ran out, Dupont started manufacture of TEL on their own and Ethyl started running its own operations.
In 1962, Albemarle Paper Manufacturing Company, in Richmond, borrowed $200 million and purchased Ethyl Corporation (Delaware), a corporation 13 times its size. Albemarle then changed its name to Ethyl Corporation. It is believed that General Motors thought to divest itself of "Ethyl Corporation" owing to concern about liabilities of TEL. The 1962 transaction was the largest leveraged buyout until that time.
The Ethyl corporation expanding and diversifying during the 1970s and 1980s in response to the gradual decline of the market for TEL as the automotive industry shifted to unleaded gasoline. In the late 1980s Ethyl began to spin off a number of divisions. The aluminum, plastics, and energy units became Tredegar Corporation in 1989. In 1993, it spun off its life insurance company, First Colony Life, and then in 1994, the specialty chemicals business was spun off as an independent, publicly traded company named Albemarle Corporation.
In 2004, Ethyl Corporation changed its name to NewMarket Corporation, the parent company of Afton Chemical Corporation, manufacturer of lubricant and fuel additives, and Ethyl Corporation, a manufacturer and distributor of certain fuel additives, including tetraethyl lead, which is no longer allowed in fuel for on-highway vehicles, but is still used in aviation gasoline and some racing gasolines, for which there is no alternative to TEL which provides its advantages.

Laughlin provided extensive statistical testimony to the United States Congress in support of the Johnson-Reed Immigration Act of 1924. Part of his testimony dealt with "excessive" insanity among immigrants from southern Europe and eastern Europe. He was eventually appointed as an expert eugenics agent to the Committee on Immigration and Naturalization. (The 1924 law applied national-origin quotas on immigrants which stopped the large Italian and Russian influx of the early 1900s). At least one contemporary scientist, bacterial geneticist Herbert Spencer Jennings, condemned Laughlin's statistics as invalid due to the comparison of recent immigrants to more settled immigrants. In 1927 the Eugenics Research Association, of which Laughlin was an officer, began a study of the heritage of U.S. Senators. Some senators were enthusiastic, others reluctantly complied, while Senator William Cabell Bruce questioned whether eugenics was even a science and refused to participate. Nonplused, Laughlin wrote to Bruce's hometown newspaper in an attempt to get the information.

The Third International Eugenics Conference (1932)
The third meeting was arranged at the American Museum of Natural History in New York City August 22–23, 1932, dedicated to Mary Williamson Averell who had provided significant financial support, and presided by Davenport. Osborn's address emphasized birth selection over birth control as the method to better the offspring.[6] F. Ramos from Cuba proposed that immigrants should be carefully checked for harmful traits, and suggested deportations of their descendants if inadmissible traits would become later apparent. Major Darwin, now 88 years old, was unable to attend but sent a report presented by Ronald Fisher predicting the doom of civilization unless eugenic measures were implemented.[7] Ernst Rüdin was unanimously elected president of the International Federation of Eugenics Societies.
[edit] Nazi implementation
After 1933 the Nazi government implemented eugenics according to the recommendations as made by Harry H. Laughlin and modified by Ernst Rüdin who wrote the 1933 Law for the Prevention of Hereditarily Diseased Offspring. In its propaganda the government could point to related steps in other European countries and the leadership that had been provided by the United States. Soon the process to rid society of "the unfit" was initiated.
No further International Eugenics Conferences were convened.
